The table shows selected periods, not every period listed on the page; a change is given only where the periods are consecutive. €183.86/MWh is the highest tariff listed on the same page; today's €80.96/MWh is about 56% below it.

An illustration: what the tariff difference is worth

Take the wall heat-loss figures from our corner-apartment article (602 series panel apartment, EN ISO 6946, Rīga heating-season climate). These are modelled wall heat losses, not metered consumption or a bill, priced at the old and the new tariff:

ApartmentWall lossesAt €0.08301/kWhAt €0.08096/kWhDifference
Interior (one exposed wall)~5,875 kWh~€488~€476~€12
Corner (two exposed walls)~11,750 kWh~€975~€951~€24

Modelled wall losses only, excluding VAT, same calculation basis as the corner apartment article. Floor, window and ventilation losses come on top. The difference applies only at the two tariffs shown; the winter tariff in Rīga is not yet known (see below).

The tariff sets €/kWh; the building sets kWh

At these two tariffs the difference is about €12 a season on the modelled wall losses of an interior apartment. In the same model, the second exposed wall of a corner apartment accounts for roughly €476 a season at €0.08096/kWh. The tariff is the price per kWh; how many kilowatt-hours a building loses depends on its walls, windows, thermal bridges and ventilation.

What is still unknown for winter

The €80.96/MWh tariff is the one published by Rīgas Siltums from 1 October 2026. According to LSM (25 September 2026), the winter heating tariff in Rīga “is not yet known”: Rīgas Siltums had earlier suggested it could rise by 20–30% from December, the Prime Minister said he sees no basis for a 30% rise and believes it should be below 20%, and the State Secretary of the Ministry of Climate and Energy said there were not yet enough precise calculations to confirm any specific forecast for Rīga. The ministry's estimate — for heating costs in general, not the Rīga tariff — is a rise of 10–15% in a mild or moderately cold winter.

These are statements reported by LSM, not a published tariff. The figures in this article use the published tariff only.

What this article does not cover

  • The tariff is quoted by Rīgas Siltums without VAT, so every euro figure above is also without VAT.
  • It covers the Rīgas Siltums tariff only — not other suppliers, and not the final bill of a specific building.
  • It does not forecast tariff changes: it reports the tariff as published on the Rīgas Siltums page on 14 October 2026.
